Noel Martin Rubio, CFRE, serves as Senior Grant Writer at Impact Justice, where he co-leads institutional fundraising efforts designed to advance the organization’s nationwide portfolio of criminal justice reform innovations.
Over the past eight years, Noel has helped to secure more than $15 million in philanthropic investments from diverse foundations, corporations, government agencies, and individual sources for organizations whose missions are focused on disability rights, immigrant services, youth workforce readiness, cultural access, global economic development, and legal representation for low- and moderate-income veterans. Before joining IJ, he founded Future Tense Strategies, a boutique consultancy that advises humanitarian organizations on institutional fundraising, narrative strategy, and internal capacity building. He has served in development and communications leadership roles at the Massachusetts Immigrant Collaborative, Mass Mentoring Partnership, Disability Policy Consortium, Cambridge Community and Multicultural Arts Centers, and other community-based nonprofits.
Noel’s thought leadership has been published in Blue Avocado and The Chronicle of Philanthropy. His writing explores how nonprofit fundraisers close the circuit that connects grassroots initiatives with transformative philanthropic capital by educating donors, translating constituent needs into funder-legible language, and resourcing socially impactful work. He is a Certified Fund Raising Executive and earned a graduate-level certificate in Data, Economics, and the Design of Policy from the Massachusetts Institute of Technology, having studied public policy as an undergraduate at the University of Chicago. Noel grew up between Manila and Guam and has cultivated professional roots in Greater Boston and Washington, DC.
