Emily Chonde serves as Co-Director of the National Prison Rape Elimination Act (PREA) Resource Center (PRC), providing strategic and operational leadership to support PREA compliance and auditing efforts nationwide.

Emily has over 15 years of experience advancing policies and programs that promote safety and dignity in confinement settings. Before joining the PRC, Emily led cross-sector justice initiatives as an independent consultant. She helped launch a first-of-its-kind joint funding initiative and centralized capacity-building hub to support community violence intervention programs in Illinois. She also led the development of a Department of Justice (DOJ)-funded national reentry housing incubator program. Previously, Emily served as a Senior Policy Advisor at DOJ’s Bureau of Justice Assistance, where she oversaw the Department’s national PREA implementation efforts. She later joined Meta’s global Trust and Safety team as a Senior Project Manager, managing policies and resources to protect vulnerable users from harmful content. Earlier in her career, Emily was a Research Associate at ICF International, where she led large-scale, federally funded studies focused on improving services for crime victims.

Emily holds a Master of Science in Justice, Law and Society from American University and a Bachelor of Arts with High Distinction from the University of Michigan.
