Organization Overview

The National PREA Resource Center (PRC) is a project of Impact Justice (IJ), funded through a cooperative agreement with the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), at the Department of Justice (DOJ). The PRC serves as the national source for training and technical assistance to assist adult and juvenile corrections, detention, law enforcement, and other professionals in their ongoing work to implement the National Prison Rape Elimination Act (PREA) Standards and reduce sexual abuse in confinement settings. The PRC also supports the Department’s administration of the PREA audit process, including the auditor training, certification, and ongoing education programs.

Summary Position Description

The PRC seeks a qualified person to serve as a Senior Program Associate in IJ’s Oakland, California or Washington, DC offices. PRC will also consider remote candidates who are highly qualified. This position will support both the Training and Technical Assistance (TTA) and Audit Quality and Integrity (AQI) functions of the PRC. Broad areas of responsibility include producing written training resources and tools and completing quality reviews of TTA products generally, delivering training via webinar or in person at regional or national conferences, providing coaching to agencies and facilities, analysis of auditor reports and documentation, and providing training and support to probationary and certified PREA auditors.  

Tasks include:

Training and Technical Assistance and Other (70%)

    • Preparation of high-quality written resources and tools on various topics related to PREA implementation. Responsible for quality control of training materials produced by staff and consultants to ensure excellence standards are met and all materials provide accurate guidance on the PREA standards. Tasks may include drafting curricula content, preparing written guides or tools, developing and delivering webinars, developing or supporting the development of online material or coursework, reviewing and editing materials and coordinating DOJ review.
    • Periodically respond to questions received via the PRC’s “Contact Us” portal on the website, including answering questions orally and in writing, and memorializing the communication via the PRC’s recordkeeping system.
    • Conduct outreach to professional associations and other organizations and individuals invested in PREA implementation and sexual safety in confinement, and identifies and develops partnership and communication opportunities.
  • Participate periodically as faculty in auditor trainings, auditor field training programs, auditor refresher trainings, the PRC’s implementation trainings, and other training and related events.
  • Support the ongoing curation and updating of PRC website materials, including reviews of tools developed outside the PRC for inclusion in our highlights and/or tools previously posted which may be out of date.
  • Support other PRC initiatives or special programs as developed.

Audit Quality and Integrity (30%)

Supports the delivery of the various AQI and audit oversight program components, including Probationary Certification status reviews; Quality Improvement reviews; integration with the Auditor Field Training program, and Peer Review coordination.  

    • Actively engage probationary and fully certified auditors in one-on-one mentoring and coaching, to deliver strengths-based analyses of their auditing and audit reporting practice.
    • Conduct internal research to prepare for auditor engagement and leverage institutional knowledge to develop tailored approach to auditor engagement.
    • Review and assess large and complex audit reports, sets of audit documentation, and related audit data sets, and for strengths and weaknesses of auditor reporting practice and audit performance with focus on auditors’ interpretation of the PREA Standards and the application of the Standards to particular confinement facility practices.
    • Prepare and deliver oral and written guidance for probationary and fully certified auditors.
    • Review draft audit reporting materials and provide detailed feedback on their written work to auditor trainees, probationary certification status auditors, and fully certified auditors as part of AQI’s continuous quality improvement process.
    • Support the implementation and ongoing development of the audit Peer Review process, including assistance with the coordination of the Peer Review program, review and selection of Peer Reviewer candidates, development and delivery of Peer Reviewer training and refreshers, development of Peer Review resources (for Peer Reviewers and auditors in Peer Review), assistance with oversight of Peer Reviewers and their work product, preparing materials for DOJ’s PREA Management Office (PMO) and PRC senior leadership regarding the Peer Review process.
    • Assist with the compilation of comprehensive case histories and related information to support PMO’s audit oversight activities.
    • Support ongoing strategic development of AQI processes and functions, and assist AQI leads in ensuring cross-project communication and interaction.
    • Provide assistance with auditor recruitment; conduct reviews of auditor application materials when necessary.
  • Participate periodically as faculty in auditor trainings, auditor field training programs, auditor refresher trainings, the PRC’s implementation trainings, and other training and related events.
  • Assist in the development of substantive auditor online continuing education and professional development content.

Level of Authority:

This position requires a high level of autonomy, communication, mentoring, and accountability. The Senior Program Associate will report to the TTA Senior Program Manager and will also work closely with other programmatic and administrative staff, and with consultants and advisors to the PRC.

Travel:

Requires regular travel to training events and/or meetings in DC; up to 20%.

Knowledge/Skill Requirements:

Required:

  • Advanced degree and/or 7-10 years relevant professional experience
  • Highly developed oral and written communication skills, including the capacity to create accurate and compelling materials for a national audience
  • Expertise on corrections and detention operations and policy, and the ability to advise a wide range of confinement professionals on matters of operational concern and/or implementation
  • Advanced knowledge of the PREA standards, implementation issues, and of the Department of Justice (DOJ) implementation guidance on the PRC website FAQ page
  • Demonstrated understanding of the dynamics of sexual abuse, sexual harassment, and sexual victimization in confinement settings
  • Demonstrated knowledge and understanding of the PREA audit methodology, and at least some relevant training on the PREA audit (preferably the PREA auditor certification training)
  • Demonstrated background and/or interest in criminal justice reform and the mission of Impact Justice
  • Commitment to the human rights and safety of people in confinement
  • Refined critical, analytical, and interpretive thinking and problem-solving, and the ability to execute assignments in a way that demonstrates a comprehensive understanding of project and task objectives
  • Strong organizational skills, including attention to detail and ability to follow protocols and maintain detailed case management records

Preferred:

  • Experience directing training and technical assistance service delivery
  • Experience developing and delivering in person criminal justice training
  • Experience managing individual and organization contracts
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint
  • Proficiency in either Windows or Apple OS 
  • Ability to develop proficiency in Salesforce, G-Suite, and the Online Audit System
